Attended by nominated officials, this national delivery will assist in the implementation phase of the Control of Harmful Anti-Fouling Systems on Ships (AFS) Convention and the Ballast Water Management (BWM) Convention.

Held at the Maritime Industry Authority (MARINA), the focus of the Philippine’s national training was the drafting of the AFS and BWMC provisions.

The participants selected by the Philippines Government are either directly involved in the drafting process of the above conventions or are involved during the public participation process. Consequently, the knowledge gained by the participants during this national training is applied through their comments and inputs on the draft legislation.

As the Philippines already has a draft legislation in place for both AFS and BWM Conventions, in addition to having a draft of implementing rules and regulations for both, the participants worked on further refining the implementing rules and regulations. Initially splitting into three groups to further amend the existing drafts, they presented their inputs, meaning that all the participants were able to provide further clarification and comments. These three versions were then submitted to the National Focal Point to be utilized in further national drafting.
