The CME-RPE Workshop was held virtually due to platform from Monday, 5 July 2021, to Friday, 16 July 2021, and was moderated by the Project Coordination Unit and Consultants with a total of fifteen National Experts from the 5 participating countries (Indonesia, Malaysia, Philippines, Thailand, and Viet Nam) participated in the Workshop.
To continue the MEPSEAS project aim for the implementation of Port State Control and Flag State Implementation the CME-RPE Regional Workshop allowed participants the opportunity to discuss the Best Practice Document (BPD) and develop the strategy for the planning and organizing of the National Workshops and participants were encouraged to prepare the program for the National Workshops, the “legislator’s checklist” for AFS Convention, MARPOL Annex V, and BWM Convention and provide guidance for the development of the National Guidance Document (NGD).
The workshop recognized the importance of the National Guidance Document (NGD) and it was agreed that the National Experts will prepare the NGD by lifting the generic principles, strategies, and other matters related to CME from the BPD and will allow participating countries to have a robust and widely accepted NGD, which will serve as the CME plan for the two priority IMO conventions and a draft set of rules and regulations for FSI/PSC inspections attached to the NGD.
