Held at the Maritime Training Institute, the focus of the Malaysian national training was legal implementation of the BWM Convention provisions.
Participants, selected by the Malaysian Government, are either directly involved in the drafting process of legislation related to the BWM Convention or are involved during the public participation process. Consequently, the knowledge gained by the participants during this national training is applied through their comments and inputs on the draft legislation.
As an initial draft regarding national legislation on the BWM Convention is already in existence, the drafting exercise of the Train-Implement Course was the perfect opportunity for further analysis and refinement. Also providing the platform to discuss technical facets of the legislation, the drafting exercise produced three versions of regulations, which were then consolidated into a single document. It is expected that the National Task Force and the National Consultants will continue to work on the draft national legislation using the output of this training.
